Since January 1, 2025, a new property tax system has applied in Germany. The old assessed value from 1935 and 1964 was replaced by the current property tax value, after the Federal Constitutional Court declared the previous regulation unconstitutional. How the Property Tax Formula Works

Property Tax Assessment Amount × Municipal Rate = Annual Property Tax

Under the Federal Model, a tax assessment rate of 0.31 per mille applies nationwide for residential properties, and 0.34 per mille for commercial properties. The municipal rate is set by the local municipality and varies widely, from around 200 percent in small municipalities to over 800 percent in large cities.

The Four Calculation Models

  • Federal Model – applies in eleven federal states and factors in the standard land value, building type, year of construction, and living space. It’s based on the property tax value determined by the tax office, which you simply enter into our Property Tax Calculator.
  • Land Value Model (Baden-Württemberg) – here only the land value counts; the building itself plays no role. Tax assessment rate of 1.3 per mille, with a 30 percent discount for residential use, bringing it to 0.91 per mille.
  • Area Model (Bavaria) – purely area-based, independent of location or property value. Land area × €0.04 plus building area × €0.50, with a 30 percent discount on the building component for residential use.
  • Area-Location Model (Hesse, Lower Saxony, Hamburg) – combines the Bavarian area principle with an additional location factor, which is stated in the property tax assessment notice.

Calculating Property Tax: A Practical Example

A single-family home in North Rhine-Westphalia has a property tax value of €300,000 according to its assessment. With a tax assessment rate of 0.31 per mille, this results in an assessment amount of €93. At a municipal rate of 500 percent, the annual property tax comes to €465, split into four installments of €116.25 each. Property Tax A, B, and C:
The Difference

Property Tax A applies to agricultural and forestry operations. Property Tax B applies to developed and undeveloped land such as houses, apartments, and commercial properties, and is the standard case covered by this Property Tax Calculator. Property Tax C is not a separate model but a separately increased municipal rate for buildable, undeveloped land, intended to discourage speculation.
