How Is Business Tax Calculated?
The calculation of business tax follows a fixed formula:

The relevant business earnings are rounded down to the nearest full €100 before the tax base rate is applied.
What Is the Assessment Rate (Hebesatz)?
The municipal assessment rate is the most variable factor in calculating business tax. It’s expressed as a percentage, for example 300%. Each municipality sets its own rate individually, so it varies widely. It’s often observed that larger cities tend to have a higher assessment rate compared to smaller municipalities.
Since 2004, a legal minimum assessment rate of 200% has applied, to prevent so-called “business tax havens.” In major cities, the rate is usually significantly higher than in rural municipalities, sometimes exceeding 500%.
Tax-Free Allowance for Business Tax
Sole proprietorships and partnerships (e.g., general or limited partnerships) may deduct a tax-free allowance of €24,500 from their business earnings. Registered associations (rechtsfähige Vereine) get an allowance of €5,000. Corporations such as GmbHs or AGs receive no allowance.
Important: If your business earnings are below the applicable allowance, no business tax is due. Only the amount exceeding the allowance is taxed.
Example Calculation: Calculating Business Tax
Suppose a sole proprietor in Dresden earns a profit of €75,000. Dresden’s assessment rate is 450%.
In this example, the business tax comes to €7,953.75.
Crediting Business Tax Against Income Tax
Sole proprietorships and partnerships can have part of the business tax they’ve paid credited against their income tax, to avoid being taxed twice on the same income. You may deduct up to 3.8 times the tax base amount from your income tax — but no more than the income tax actually owed.
Example: With a tax base amount of €1,767.50, up to €6,716.50 can be deducted from income tax.

Non-deductible expenses
For tax purposes, certain expenses aren’t deductible, such as portions of representation costs, entertainment expenses, and fines/penalties.

Certain amounts that were deducted when determining profit must be added back to business earnings; for example, 25% of all interest expenses. Additions are governed by Section 8 of the Business Tax Act (GewStG).
Deductions
Deductions include, for example, 1.2% of the standard assessed value (Einheitswert) of business real estate. The exact rules are set out in Section 9 GewStG.
Loss carryforwards
Losses from previous years can, under certain conditions, be offset against current business earnings, reducing the tax burden.
